Ms Dibeela MothupiCommissioner
Commissioner Mothupi is a part time Commissioner at the CGE and she sits on the Human Resources, Good Governance and Strategic Planning Committees. She holds a Diploma in Public Relations and Business Communication from Damelin Business College, an Advanced Certificate in Governance and Public Leadership from the University of Witwatersrand, and a Certificate in Governance and Leadership from the University of South Africa. She was trained in Conflict Resolution, Mediation and Negotiation at the Department of International Relations and Cooperation. She was also trained in Local Government Management for Councillors through the University of the Western Cape, Integrated Development Planning with internship at Arnhem in the Netherlands. Commissioner Mothupi was once part of the Gertrude Shope Peace and Mediation Network.
She is the founder of an NPO called Women of Virtue, an organisation that renders assistance for women from disadvantaged backgrounds. She served as a Board member of the Pelonomi Hospital from 1999 to 2001. From 1996 to 2000, she worked as a Councillor of the Botshabelo Transitional Local Council in which she became a member responsible for Sports, Arts and Culture and as a result of being a Councillor she got elected in the Free State Local Government Association as General Secretary. Through the latter occupation, Commissioner Mothupi represented the association in the Free State Provincial Local Government training authority and the PROVLOC, an intergovernmental relations coordinating committee. In her past endeavors she was elected as a member of the National Executive Committee of the South African Local Government Association and also served as Chairperson of the Working Group on Gender.
In 2004, Commissioner Mothupi was elected as Deputy Speaker of the Free State Legislature and was later elected as Executive Mayor of Mangaung Local Municipality in 2006. In 2009, she was elected as Member of the Provincial Legislature of the Free State province, serving on the COGTA as well as Sport, Arts and Culture Portfolio Committees. Commissioner Mothupi was once the Communication Officer for the MEC for Public Safety, Security and Liaison in the Free State province between 2001 and 2003. She was also the Coordinator for Gender, Youth and People living with Disabilities in the Mangaung Local Municiplaity.
